"We don't want to go into an area that doesn't want this type of economic development," Schippers told 69 News. "We want an area that's going to embrace the type of jobs we'll have."

Penn National's plans for another casino comes as the company proceeds with a federal lawsuit against the state that challenges a central element of the gambling expansion law. The company claims that the expansion violates its constitutional rights to equal protection and due process and would harm its business at Hollywood Casino.

A mini-casino license allows the winning bidder to operate between 300 and 750 slot machines and to purchase a separate certificate for $2.5 million to operate up 30 table games, with the option of adding an additional 10 table games after its first year of operation.

Eric Schippers, a spokesman for Penn National, said the company has yet to pick a specific site for the mini-casino, but plans are for it to be located within 15 miles of a point it identified in West Cocalico Township, Lancaster County.

Penn National said both locations also allow it to protect from competitors the company's existing market, which includes the Hollywood Casino near Harrisburg.

But, as Schippers said, the radius also includes the Morgantown area of Caernarvon Township in southern Berks County, which is afforded easy access to and from the Pennsylvania Turnpike and Interstate 176.

All of Lancaster County's municipalities and 38 of the 72 municipalities in Berks County opted out of hosting a mini-casino before the series of auctions began in January, when Penn National got the ball rolling with a $50.1-million bid to win the state's first mini-casino license.

Reading officials, including Mayor Wally Scott, have been quite vocal in expressing their desire to host a mini-casino in the city, and Penn Nation's 15-mile radius includes the downtown area.

Penn National, headquartered in Wyomissing, won Wednesday's auction in Harrisburg by submitting a bid just $3 over the $7.5 million minimum.

"The two top locations on our list was the York area that we chose and won in the first category and the Reading-Lancaster-Morgantown area, and we are thrilled we have both of those checked off the list," Schippers said.

In addition to Hollywood Casino near Harrisburg, Penn National was recently approved to operate The Meadows Casino near Pittsburgh as part of its acquisition of Pinnacle Entertainment.
